Anchor Points
Anchor Points are the foundation of every personal fall arrest system — the secure point of attachment where the lifeline, lanyard, or self-retracting device connects to the structure. OSHA requires that anchorages used for personal fall arrest must be capable of supporting at least 5,000 pounds per employee attached, or be designed, installed, and used as part of a complete fall arrest system that maintains a safety factor of at least two under the supervision of a qualified person.
The strength of the anchor point determines the strength of the entire system. An improperly selected or installed anchor can render even the best harness and lanyard useless. Anchor points must be independent of any anchorage used to support or suspend platforms, and they must be located at or above the worker's dorsal D-ring connection point whenever possible to minimize free fall distance.

Applications
Any workplace where personal fall arrest, positioning, or travel restraint systems are required — including construction, steel erection, rooftop work, plant maintenance, tank and vessel work, and elevated platform operations.
Exceptions
Anchor points must support at least 5,000 lbs per employee attached per OSHA 1926.502(d)(15) and 1910.140(c)(13). Anchor points must be independent of any anchorage supporting work platforms. Installation must be performed or supervised by a qualified person. Inspect anchor points before each use and during periodic fall protection equipment inspections. Remove from service any anchor showing cracks, deformation, corrosion, or signs of a prior fall arrest event.
